JOB DESCRIPTION:
FUNCTION: To provide primary administrative management, leadership, and coordination within the areas of research, planning, program, staff and organizational development and to recommend college policies and procedures in these areas.

SCOPE: To provide administrative direction and management of the offices of planning and research in collaboration with the Executive Director of Administration. To assure coordination and participation within these activities by all the college units.

Duties:

RESPONSIBILITIES:
- Coordinate the strategic planning process, and guide the environmental scanning and organizational assessment processes.
- Facilitate institutional and administrative reporting processes; interface with constituents to ensure quality and consistency.
- Analyze research, present findings, and make recommendations pertaining to the formulation of policies and procedures related to college operations.
- Solicit, recommend, and integrate institutional strategic initiatives.
- Guide the implementation of select college-wide strategic initiatives.
- Keep abreast of the educational material, equipment, and support services required to maintain standards, and to develop new programs.
- Participate in development of analytical methods to assess community and organizational culture.
- Collaborate with Executive Director of Administration to identify emerging issues and/or challenges and advises the President and senior administration accordingly
- Participate in research and preparation of formal studies, concept papers, and special reports
- In collaboration with the President's Council, establish the College's research agenda
- Share responsibility for the development and maintenance of the college's long range plan.
- Recommend and implement department operating procedures, schedules, and standards.
- Recommend and establish the methods and resources to monitor and implement departmental goals and objectives, both for short term and long range planning.
- Plan for human resource needs and organizational development.
- Hire, evaluate, discipline and develop departmental staff.
- Responsible for maintenance and retention of unit reports and records including inventory records.
- Assist in safety and security of unit supplies and equipment.
- Assist, where appropriate, in the planning and development of educational specifications for physical facilities for new construction and/or remodeling.
- Administer grants where appropriate.
- Serve on various College committees.
- Represent the College and department to internal and external constituencies.
- Recommend, monitor, and control the department budget.
- Oversee "on the job training" of subordinates.
- Implement and administer collective bargaining agreements.
- Selectively represent the Office of the President to internal and external constituencies
- Perform other duties as assigned.

SUPERVISION RECEIVED: Reports to the Executive Director of Administration.

SUPERVISION GIVEN: Supervises administrative, supervisory/technical, clerical, part-time, and contract personnel as assigned.

Qualifications:

QUALIFICATIONS:

EDUCATION: Master's degree.

EXPERIENCE: Five years related administrative experience.

KNOWLEDGE, SKILLS AND ABILITIES: Must be able to thrive in an environment of changing conditions and uncertainty. Must have a demonstrated ability to initiate, plan and complete long range tasks. Must have exceptional interpersonal skills and possess strong verbal and written skills. Must be able to work with and manage a broad variety of staff to foster consensus and lead change. Must be able to handle multiple competing priorities and meet deadlines.

WORK HOURS:
Usual office conditions. Some travel between campuses and to off-campus locations required. Some evenings and weekends required.
