Description

The Deputy Division Director of Labor Relations assists the Division Director with the planning, directing, and coordinating of human resource, labor relations, and equal employment opportunity activities and staff of Wayne County. Labor Relations is responsible for the collective bargaining administration and negotiation activities for over 2500 employees with the seventeen (17) unions including twenty-three (23) locals. This position assists with strategic initiatives that inspire organizational excellence, engagement, education, and empowerment that drives accountability and results. Ensures organizational initiatives are consistently aligned to staff, values, mission, operational needs, and objectives. Is responsible for compliance in areas of fair and equitable employment practices while supporting diversity, equity, inclusion, and accessibility initiatives of the County. Extensively communicates to inform, educate, and drive consistent and aligned information and tools to our employees, other department directors, elected officials, and the CEO's Office to help facilitate the execution of County business and achievement of optimum County results.

Required Tasks

  • Assist with management and oversight of labor and employee relations for Wayne County.
  • Assist with Civil Service oversight and appeal process advocacy.
  • Advise managers and supervisors on various human resources and labor relations issues.
  • Assists with development of labor strategy.
  • Assists with labor cost analysis, impact, and mapping.
  • Provides consultation and advice to others including day-to-day employee engagement and development, legal or regulatory compliance matters.
  • Other duties as assigned.
Qualifications

Educational Requirements

  • Master's degree in human resource management, Labor & Industrial Relations, or closely related field.
  • Juris Doctrine/Law degree required and considerable knowledge and proficiency in labor & employment law, including EEO, FMLA, ADAA, ADEA, FOIA, PERA, etc.

Experience Requirements

  • 8+ years labor and employee relations, equal opportunity laws, arbitration, drug and alcohol testing, and collective bargaining experience including 5 years as the Lead Negotiator.
  • Progressively responsible experience managing and directing human resource operations in a large public sector organization, including knowledge of principles and procedures for performance management, corrective action, grievance administration, arbitration, contract administration, compensation and benefits, and training, with a focus on strategic business planning and leadership development.
  • Demonstrated commitment to consultation, quality, and customer service and satisfaction.
