Under general supervision of the Facilities Management & Planning Director, the Division Director will provide executive-level leadership for the county's capital renovation efforts, construction projects, move management services, and the sale/purchase/lease of real property.

DESCRIPTION OF MAJOR JOB DUTIES

Under general supervision of the Facilities Management & Planning Director, the Division Director will provide executive-level leadership for the county's capital renovation efforts, construction projects, move management services, and the sale/purchase/lease of real property. This will include developing a strategic plan of action for capital projects county-wide, including, but not limited to project design, move management planning/execution, implementation and completion/closeout for each assignment. The Division Director coordinates, directs, and exercises functional authority for department planning, organization, quality control, and the integration and completion of projects. This position is also responsible for the oversight and direct management of division staff as assigned.

Required Tasks

  • Initiate and organize project teams consisting of multi-discipline members from architecture/engineering, finance, purchasing, safety, contractors, owner's representatives, architects, real estate brokers, and other stakeholders as necessary.
  • Manage changing priorities and construction schedules. Possesses the ability to handle multiple and concurrent diverse projects with minimal direct supervision and can collaborate with key stakeholders and other disciplines through building relationships.
  • Provide administrative oversight of real estate transactions such as lease agreements, purchases, and selling county property in accordance with the CEO's vision
  • Create property and move management recommendations that lend to the county's goal of streamlining its footprint strategically, then follow through accordingly
  • Employ strategic methods to solve difficult problems such as schedule and construction issues with effective solutions through the use of analysis, planning, and project solving practices
  • Control project costs by developing project scope and budget, keeping accurate budget records, managing contracts, approving expenditures, and administering contract changes. Utilizes forecasting data and methods as a tool for cost management
  • Lead project meetings with internal and external stakeholders such as architects, engineers, construction managers, contractors, move managers, etc.
  • Develop presentations and/or summary updates regarding project progress and completion for multiple stakeholders such as County leadership, department leaders, and the County Commission
  • Directly manages employees and conducts performance evaluations in accordance with county policy
  • Perform other related duties as assigned

Education/Experience requirements:

  • Bachelor's degree (Engineering/Architecture/Move, Construction, Facilities Management) or closely related field
  • Master's degree in engineering, Project Management, Business/Public Administration, or related field (preferred)
  • 5+ years of commercial construction project engineering and or project management related experience. Extensive Industry experience may be considered.

Preferred:

  • Experience using ERP systems
  • PMP (Project Manager Professional) Certificate
  • Experience with acquiring, selling, and leasing of commercial real estate
