Purpose/Description

The Human Resource Business Partner (HR BP) will be a strategic partner to a designated department within the Wayne County, providing comprehensive HR support with a strong emphasis on talent acquisition. This role combines traditional HRBP duties-such as employee relations, performance management, and organizational development-with direct involvement in the recruitment and selection process. The HRBP will collaborate closely with department heads and managers to ensure that HR initiatives align with Wayne County objectives, while also driving the full-cycle recruitment process to attract top talent.

Required Tasks

  • Partner with departmental staff and provides HR guidance as appropriate.
  • Collaborate with leadership staff relating to the department's operations and/or objectives.
  • Works closely with management and employees to improve work relationships, build morale, and increase productivity and retention.
  • Prepare invoices, reports, memos, letters, financial statements, and other documents, using word processing, spreadsheet, database, or presentation software.
  • Respond to all FOIA and Subpoena requests directed to P/HR.
  • Provide unemployment administration.
  • Attend and participate in career fairs.
  • Communicate with departmental staff regarding HR matters and provides financial, business and/or HR support as appropriate.
  • Assist with Executive staff relating to the P/HR department's projects and operations.
  • Provide guidance and support on HR policies, processes, budget, procurement, supplies, communications and other analysis.
  • Lead the full-cycle recruitment process for assigned departments, including sourcing, screening, interviewing, and selecting candidates.
  • Collaborate with hiring managers to define job requirements, develop job descriptions, and create targeted recruitment strategies.
  • Utilize various sourcing methods to attract qualified candidates, including job boards, social media, employee referrals, and networking.
  • Manage relationships with external recruiting agencies and vendors as needed.
  • Oversee the onboarding process for new hires, ensuring they are effectively integrated into the organization and set up for success.
  • Provide support and guidance to managers and employees on performance management processes, including goal setting, performance reviews, and development plans.
  • Address employee relations issues, such as conflicts, grievances, and disciplinary actions, ensuring fair and consistent application of policies.
  • Work with managers to identify training and development needs and implement programs to address skill gaps.
  • Maintain accurate HR records and data, including employee files, recruitment metrics, and performance management documentation.
  • Prepare and analyze HR reports to provide insights into workforce trends, recruitment effectiveness, and other key metrics.
Qualifications

Education Requirements

  • A Bachelor's Degree, with a strong preference for major in HR Management, or an equivalent of similar education and experience.

Experience Requirements

  • Experience with Oracle, or a similar ERP/HRIS enterprise application is strongly preferred.
  • Experience with Payfactors, PayScale or comparable application is strongly preferred
  • At least 6-years of professional Human Resources Generalist level experience, including compensation market analysis, (OD/OE) and talent management.
  • Working knowledge of multiple HR disciplines, including compensation market analysis; HR technology, OD/OE functions, HR administration; employee and labor/union relations, performance management, succession planning, HR compliance and related employment laws.
  • SPHR certification is strongly preferred but not required.
  • Union environment experience is preferred.
