ELIGIBLE PERSONS
This examination is open only to employees of Wayne County who, immediately preceding the date of the written test on June 12, 2024, have:

• Regular status; AND
• Completed a minimum of four (4) years bargaining unit seniority as a Police Officer or Corporal, as of the date of the examination; AND
• Possess an active/valid Michigan Commission on Law Enforcement Standards (MCOLES) police certificate/license that has been in effect for a minimum of 2 continuous years as of the date of the examination.
*(Education Transcripts and Proof of the applicant's MCOLES certification/licensure must be submitted with at the time of application)


SPECIAL CONDITIONS
College diplomas and/or transcripts that will be used as proof of Higher Education must be submitted by the closing date of the exam in order to receive credit (May 17, 2024). The Department of Personnel/Human Resources will notify applicants of the educational documentation that is currently on file for them, all additional proof of education must be submitted on or
before the examination closing date. Credit will not be given for proof of education received after the closing date.


DESCRIPTION OF JOB DUTIES AND EXPECTATIONS:
Police Sergeants are first line supervisors and are a part of the organization's chain of command structure. A Police Sergeant works under the general supervision of an officer of higher rank, typically a Lieutenant. The Police Sergeant is tasked with and responsible for a multitude of duties which may include, but are not limited to: taking the appropriate action in response to the discovery of administrative violations and/or criminal activity; the supervision of subordinate police officers performing law enforcement duties, such as making arrests, issuing citations, responding to riots, disturbances, traffic crashes, and other matters requiring the attention of law enforcement; checking, monitoring, and tracking the attendance of their subordinates; assigning work and work locations; relaying orders and/or giving detailed or special instructions; conducting compliance
inspections in their area of operation; and supervising the performance of their subordinates as they engage in the completion of tasks, such as: searching inmates; the admission, transfer and/or release of inmates into, through, and/or out of the jail system; serving process; and the executions of writs. The Police Sergeant is also expected to perform any other duties that they may be assigned.


TYPES OF ASSESSMENTS

(The written assessment will be administered on June 12, 2024. (NO CELL PHONES WILL BE ALLOWED IN THE TESTING ROOM.)


A Written assessment worth (80%) will be administered covering policies and procedures, standards of conduct, Wayne County Deputy Sheriffs Association/POAM contract, AFSCME Local 3317 contract, principles of supervision, law enforcement principles and practices, and other topics, subject matter, and resource material that has been identified in the recently distributed bibliography.
Seniority and History will be rated at (15%).
Higher Education will be worth (5%).


In order to prepare for the test, it is strongly recommended that candidates familiarize themselves with the resource material identified in the attached bibliography. Questions and answers will be derived only from these sources.
Candidates for the Police Sergeant examination must pass the written test with a score of 75% or better in order to be placed on the eligibility list.
Applications from employees who have regular status in this class (and are employed in this class) or in a class on a higher level will not be accepted.


PURPOSE
To establish a Departmental promotional eligible list from which to fill present and future vacancies. Certifications made for the purpose of filling positions, which, at the time of certification, are filled by persons having provisional promotions, will be governed by the provisions of Section 6 (e) of Rule 8 of the Rules of the Department of Personnel/Human Resources. The eligible list will remain in effect for twenty-four (24) months.

Applicants will be notified by mail of the time and place of the examination. Section 5 (b) of Rule 6 of the Rules of the Department of Personnel/Human Resources provides that persons denied permission to compete in an examination may make a written appeal to the Wayne County Civil Service Commission
for a final decision within ten (10) days following the mailing of such notification, stating the basis on which it is felt that their application should be accepted.

Article 15.5A of the collective bargaining agreement between the Wayne County Deputy Sheriffs Association/POAM and the County of Wayne states "Veteran's Preference or Disabled Veteran's Preference shall not be used as a factor in departmental promotional examinations."


Appeal Process:

In accordance with the provisions of the collective bargaining agreement between Wayne County Sheriffs Association/POAM, and the County of Wayne, employees who are denied permission to compete in an examination may make written appeal within ten (10) calendar days from the denial to the Civil Service Commission.


No later than thirty (30) calendar days after the release of the written test results, an employee may appeal his/her promotional rating in writing to the Civil Service Commission. The decision of the Civil Service Commission shall be final and shall not be subject to the grievance procedure.


Probationary Period:

In accordance with Article 15.1 of the CBA, an employee promoted to the classification of Police
Sergeant must successfully pass a probationary period of 2080 hours of straight-time work, in order for the employee to gain regular status in the class/rank of Sergeant. Should the employee's work performance at anytime during the probationary period be unsatisfactory, the employee may be returned to a vacant Police Officer or Corporal position.
